WebExOreMeo • 5 yr. ago. The bishops of SSPX can ordain new bishops whenever they want. However, doing so without the permission of the Holy Father is grounds for excommunication. So, in order to do so licitly, they would need to ask and receive permission from His Holiness. This was what put the SSPX into such hot water back in the 80's.
